By building a soundproof barrier fence or quiet box around a noise source, you can cut down on noise significantly. How much noise reduction will depend how much you've reduced sound that can come through the direct line of sight and how great the diffraction angle is that sound must now travel over or around. The keys are how much taller and wider the barrier is than the noise source, where the barrier is in regards to the noise source and the recipient, how much mass it has, and how airtight the construction is.
